How VA Combined Ratings Work — The Whole Person Method

The VA does not simply add disability percentages together — it uses the whole person method which means combined ratings will always be lower than the sum of individual ratings.

1 Each service-connected condition is rated individually at 0, 10, 20, 30, 40, 50, 60, 70, 80, 90, or 100 percent.
2 The combined rating uses sequential calculation: the highest rating is applied first to the whole person. Example — a 50 percent rating leaves 50 percent of the whole person remaining.
3 The next highest rating is applied to what remains. Example — a 30 percent rating of the remaining 50 percent = 15 percent. Combined = 50 + 15 = 65 percent.
4 The result always rounds to the nearest 10 percent. A combined 65 percent rounds up to 70 percent. A combined 64 percent rounds down to 60 percent.

In 2026 a veteran rated at 100% disability with no dependants receives $3,938.58 per month. With a spouse this rises to $4,158.17 per month. These rates are effective December 1, 2025 following the 2.8% COLA increase.

Is VA disability pay taxable?

VA disability compensation is not subject to federal income tax. It is also exempt from state income tax in most US states.

What is TDIU?

Total Disability based on Individual Unemployability (TDIU) allows veterans with a combined rating of 60 percent or higher who cannot maintain substantially gainful employment to receive compensation at the 100 percent rate. Veterans must demonstrate that their service-connected conditions prevent them from holding a steady job.

How does the VA combined rating calculation work?

Can VA disability ratings be reduced?

Yes — the VA can propose a reduction if a veteran's condition improves. The veteran receives advance notice and has the right to contest the proposed reduction.

What is the difference between VA disability and military retirement pay?

How long does a VA disability claim take?

Average processing time for initial claims is approximately 100 to 150 days. Complex claims with multiple conditions or insufficient records can take 6 to 12 months.

What rating qualifies for free VA healthcare?

Veterans with a combined disability rating of 50% or higher receive Priority Group 1 healthcare — the highest level — which includes no copays for most services. Lower ratings may still qualify for free care for service-connected conditions regardless of group.
